Congo: November elections risk delay

Democratic Republic of Congo is likely to postpone the 2016 presidential elections due to new information that the electoral commission needs a minimum of 13 months to review the voter roll.

Reviewing the voter lists partially will supposedly cost the National Independent Elections Commission (CENI) some $122 million in 13 months and 10 days. Meanwhile, a complete revision will take up to 16 at an estimated cost of $290 million.

Stakeholders in the November 2016 election have called for the use of an updated voters roll to make room for some 7 million citizens who have turned 18 since the last election 2011. Incumbent President Joseph Kabila has done two terms, hence barred by the constitution from seeking a third.

The resource-rich nation has decades of conflicts and unrest since Patrice Lumumba led them to gain independence from Belgium on 30 June, 1960.
